We oppose their bypassing federal review of an agreement to divert additional lake water. This threatens Lake Texoma tourism and recreation, and related small businesses and marinas and two national wildlife refuges. We respect the fact that there are municipal water contracts involved. However, this was a missed opportunity to consider the combined impacts of the ongoing hydro-power generation on water levels, and identify alternatives. Oklahoma's federal and state legislators were excluded from the process, as were many of Texas' elected officials. State Should Block Pointe Vista Plans to Begin Construction Restore The Park is petitioning Governor Fallin to block Pointe Vista Development from any more demolition or construction activities at Lake Texoma State Park. Without informing the public, Pointe Vista and Tourism Director Deby Snodgrass abandoned their 2009 federal Environmental Impact Study (EIS) in late 2011. That EIS, which was ordered by the Corps of Engineers, would have addressed the full economic and environmental impacts of the 3,000 acre development. It would also have studied the impacts of additional treated waste water on Lake Texoma. Last month, Fallin and the Commissioners of the Land Office (CLO) refused to put the Pointe Vista Development Escrow Fund on hold upon receipt of the developer's final land payment, rather than deposit it in the School Lands Trust (1/31). They said it would not reduce Pointe Vista's obligations under their 2008 state land purchase contract. Three weeks earlier, the CLO filed suit in Oklahoma County District Court against Pointe Vista for "breach of contract," for failing to build a hotel. (1/09/14) Since then, Pointe Vista revealed plans to demolish the remaining Lake Texoma State Park cabins. They also plan to begin work on "57 large homes and 52 town homes, which will be part of a rental pool on the north side of US 70" adjacent to the Chickasaw Pointe Golf Course. (2/06/14 -Madill Record). We want the CLO and Fallin to block all demolition or construction by Pointe Vista until the court has ruled in the case. The CLO originated this first-of-its-kind, park privatization scheme in 2004. Now they claim to be working "in the public interest" as they pursue legal action. One way to prove that is to stop Pointe Vista from beginning construction in an attempt to influence the court by showing how serious they are, after six years of excuses and delays. Kingston's mayor and town council rejected Pointe Vista's request for sewer services twice, once three years ago, and again this past fall. The Marshall County Water Corporation also told them they will not be able to provide water for their 3,000 acre development. Pointe Vista's Scott Fischer has said they would eventually need 3 million gallons of water per day and an expansion of waste water disposal into Lake Texoma. If the CLO and Fallin refuse to block construction, it will be clear whose interests they serve. Oklahomans deserve to know this. Does Governor Fallin represent our interests, or those of a political donor, Aubrey McClendon, and his Pointe Vista Development? Fishing Report from TPWD (Apr. 9)

FAIR. Water stained; 60 degrees; 2.12 feet below pool. Striper fishing is about to break loose on live bait as we get closer to the shad spawn and the water temps hitting 60. Plenty of fish being caught on flats and ledges in 25-45 feet of water, bigger fish will hopefully finish their spawn this weekend with the full moon. Find dirty warmer water near the ends of the lake and look at points in shallow water for spawning fish. Look for crappie in the creeks with inflow and watch the rising water temps this week. Fish will be on shallow flats and points near spawning areas, jigs and minnows are productive. Dark colors in muddy water, light colors near docks and structure in clear water. Catfishing is up and down with the weather and lake levels. Fish flats off of the river channels in 25-45 feet of water with whole shad or rough fish. Largemouth and smallmouth bass fishing is picking up. Look for brush and structure near docks and marinas, fish will be staged up and reactive to hard baits or plastics. Water temperatures will climb quickly this week as we get near the full moon and warmer days. Report by Jacob Orr, Lake Texoma, Guaranteed Guide Service. The lake is on the rise, so navigate with caution watching for floating debris. Striped bass are good with swimbaits on structure in 3-25 feet of water.
